If a book says Green Band 5, Ruby Band 14, is it actually Green Band?

is the 14 to do with reading recovery levels?

The Progress books are HILA books ( high interest, low ability ) and are used for children who struggle with reading and require simpler texts but at an age appropriate interest level- think Year 6 children having to read Biff and Chip books!
A Green/Ruby book would be aimed at a child aged around 8-9 but who is reading at around the ability level of a 5-6 year old.

I don't know - school have just rebanded their scheme books, and I think a few are in the wrong boxes!

(Asking the question as a parent, but also have involvement in the books at school).
