Changes to Head's authorising absence

I know that this has been done to death, but can anyone please link the legislation showing the changes? I've checked the Herts LA Learning Grid, but can't find any reference to it at all. They are still talking about absence of up to 10 days being fine. I know this is still okay within the new rules, but Herts don't seem to acknowledge any change in policy from what I can see.

(I want to raise it in a Governors meeting just to check we have our policies clearly in place.)

As you will see, there isn't really a role for LA or governors as it is wholly at the head's discretion.
