Non itchy trousers

A friend of mine said today she has a problem with her 9yo dd as it is so cold they ought to be wearing trousers or at least tights and a skirt. Unfortunately her dd finds school trousers very itchy and wont wear them, and will ocassionally wear tights if her legs would turn to icicles otherwise, but finds them a nuisance on pe days. I saw her today wearing a knee length skirt and socks just below the knee, it was below 5 deg and very windy. I think she normally wear joggers or tracksuits outside school, which are not acceptable as school uniform. She gladly wears a skirt with ankle socks outside Dec to Feb and a lot of that period as well.

Has anyone had similar troubles or found comfy school trousers?

H&M have nice plain grey cords for girls. DD who is very fussy about itch wears them happily and school haven't complained. They are pretty warm, too. Are leggings allowed under a skirt? I got fleece-lined leggings on eBay which were only £2.99 per pair and are v v warm. You can get black, white and grey so they wouldn't be far off tights if you got socks in the same colour.
