KS2 - 31 in class what can I do?

My children have both come home and said they have a new starter in their classes (siblings started together). This now takes both of them to 31 in each class. Is this allowed? We have not been told about it officially - should we have been? They both have challenging children in their classes without much TA support and I feel this is a step too far.

when we moved to our school, there was a place for dd1 in year 1, but not for ds in year 3. We said we would appeal and wait for a plce to come up for ds. We then got a phone call, admissions had phoned the school and asked the head if she would go to 31 in ds class and accept him. She said yes. He started as no. 31.

That was July, by September it was back to 30 as someone had left.

It is not ideal, but real life sometimes calls for flexibility, and I was very relieved that they said yes.

We have a teacher and a TA in every class.
