What's needed to move from a 3a to 4c in writing?

Is it, in a nutshell, paragraphs?

The other thread has got lists in it which detail what's what.

One of the lists mentions that an attempt to use paragraphs is sufficient for 4c. But there's lots of other stuff like persuasion, etc, etc....
