Do you have a Tiger near you? They have tons of things that would make lovely gifts, often for much less than a fiver.

Poundland do lots of gifty things in their christmas collection.

The Range? I saw little sewing kits in there to make felt decorations for £2.99, and they were hobbycraft I think.

Our school asks all kids to bring a small gift (soaps / chocs / unwanted crap presents) - then they charge kids to go into Santa's Workshop to pick something for a loved one.

No cost to school / PTA & brings in cash

Bottles of bubbles.

Tesco do big bags of rubber animals/dinosaurs which could be separated into single gifts.

Yo yos.
