Does anyone know of any Primary appeals being upheld under the terms of "reasonableness" or "significant and material changes in circumstances" since the original appeal decision has been delivered? We are desperate due to younger sibling having a terminal condition.

This is one of those situations where the infant class size regs really does become an obstacle rather than a help. I am sure that in the circumstances most appeal panels will be very sympathetic but the ICS regs simply do not allow that latitude to the panel.
Tiggytape has explained the possible times that "reasonableness" may become a factor but it is a very narrow field of opportunity and is unlikely to succeed unless you can show the LA really did ignore your reasons at the original allocation. At any pother time it simply will not be accepted.
