What is this and why do primary applications ask this? Please excuse ignorance!

Generally a family where a parent is in the UK diplomatic or other foreign service and may be relocating back to the UK but may not know their address.

JWIM's definition is correct. Crown Servants are treated differently from other applicants in that the LA must accept an application from them before they move to the area.
