What can be done about a bad teacher in a state school?

verbally yes but not in writting. I have spoken to all of them but I don't think there is any hope. The parents concerned haven't even been to the HT to tell her so who am I?

Put it in writing if you are worried about it. But tbh if it has nothing to do with you, you will need the other people to support.

Talking about it is worth nothing.

The problem is you are verbally reporting something that doesn't involve your child but the parents who are involved aren't willing to complain.

The people involved need to make a written complaint, then it will be taken seriously.

Think how you would react if someone complained to you on behalf of a third party and the third party seemed happy when you saw them and never mentioned a problem.
