My DS is due to start reception in September, my In Laws are in NZ and have offered to pay for our whole family to fly home to NZ for Christmas, it would mean 2 weeks off school in early January. I assume this will be frowned upon but are there any more serious implications, would we get in official trouble?

It depends how old your child is if they are under 5 therefore not statutory school age you can't get into any trouble. Most schools set a target % attendance over which they will allow holiday my school it's 95%. I would speak to school as soon as possible explaining situation it will probably be alright especially given the circumstances, we have lots of Polish kids who are all off this week as Holy Week is big thing in Poland and the families have gone home.
