SAT tests for year 2/ key stage 1

Do all schools do SATs test in year 2? Can some schools decide not to do SATs tests and base the child's report on work throughout the year and teacher observations? Do schools have a choice?

At year 2 I believe it is a choice and teacher assessed but think at ks2 it is obligatory

All state schools must administer the tests in KS1 there is no choice it is a legal requirement. The level reported is the teachers assessment.
