Oh god I must be a real fuddy duddy, but what's wrong with an actual clock? Or have I missed something? We have one of these

There is a good iPad app that's called 'Tell the Time' - has an American voice but if you can stand that it's quite useful.

Cardboard clock with moveable hands from ? either the ELC or WHSmith , years ago, for about £3, literally falling apart now it has had so much use; Money very well spent IMO.

As sparkle says i would just go with a normal clock.
My dd had a sort of teaching clock which we used for a while but then found she could only tell the time using said clock.
We stopped using it and she can now tell the time on any clock including those without numbers.
