why a different level for guided reading and take-home reading books?

DS1 is doing white in guided reading but orange for take home (which he can do more than comfortably). Why would there be this disparity?

Ds has the opposite ORT 10 for guided and his library choice for read at home. Guided could be for group discussion so everyone on the same book. Maybe orange he chose or teacher thought that he should have very easy homework that he can wind down with. Surely he is reading what he likes at home in his own time so reading band is not important.
