Do you know what's causing the global learning delay?
If you don't know, then I would try something like the following:

Hemispheres
And there's loads others. You need to spend a lot of money, and lots of time. But if the underlying problem is a neuro development problem (and not actual brain damage) then it can make a huge difference.
