recommended tests for reading levels yr1?

Bit of guidance needed regarding levelling a child's reading. How do you discriminate between ability to decode sounds and abilty to comprehend what they have read? Do separate tests?
Are reading age tests still used?

Schools use a variety of reading tests but in Y1 the most useful way to establish a level is to listen to children and talk about what they have just read. APP or similar approaches are widely used as on going assessment.

At the end of year 1 DD did a comprehension test of 32 questions on a text they had read to the teacher.
Other than that it was discussion about the text with the teacher.
