What level should my year 5 be on?

Just found out DS (9) is working at level 3B in maths. He's always been slightly behind so can anyone tell me where he should be at the moment? Thanks.

Elle not bad but you don't sound the kindest of children. My y5 dd is allegedly 5c/b across the board, along with a few of her classmates. I teach so know it's all a bit pointless.
