How do they measure a Yr 1's reading level?

Have just received son's end of year report and I just wanted some clarification. He's a very good reader and is currently on level 11 of the Oxford Reading Tree. His grade/level on the report says 2c. Does this sound about right?

He sounds fine, slightly above average, if anything. The target for end of Y1 is Level 1a, which is one step below where your son is assessed.
