Standing up for other's kids on playground fights

If you see kids starting a fight, cornering someone and they are without their adults (age 8-10) do you intervene and stand up for the kid?

In a broad daylight in a playground full of young children and parents in an affluent area nobody seemed to care to sort out a nasty situation between the boys (5 against 1). During the lecturing that followed it turned out it wasn't a remote incident.

Are adults afraid of confronting this behaviour?!

Today most people are very careful when dealing with children they do not know. Parents go bonkers over the slightest interaction from strangers. Even on a playground abusing other children.
That's why I don't leave children unsupervised on playgrounds or the like.
