Who does the recruiting of new staff?

Our Chairman runs his own business and is away a lot in London. Therefore he can't attend any interviews for candidates.
The pre-school leader will attend any interviews but what is the minimum of committee members that you have to have at an interview? And do they have to be the officers (Chair, Treasurer or Secretary)?
I'm the secretary and i've never interviewed anyone in my life , i'm just hoping that one of the general members has more experience or shall i just get the pre-school leader to ask the questions but i'll make the decisions as the committee?
What do you do?

We have recruited a couple of times. I am a joint chair and my fellow chair has some experience of recruiting. He wrote the questions with some input from the pre school leader on more subject specific ones, then me him and the pre school leader interviewed and each had specific questions to ask. we all took notes and then confered at the end.
