Can pre-schools register to accept them? I know that registered childminders can accept them even if not accredited.
But not sure about charity commision based pre-schools.
Anyone else accept them?

My daughter's pre-school, which is privately run, accepts them

Yes, pre-schools can register to accept them - any OFSTED registered childcare provider can (ie everyone, as everyone providing childcare should be registered with OFSTED!)

It's not difficult to set up apparently, although haven't done it myself.

our charitable pre-school does, it's easier for them the poor treasurer (ME) doesn't have to go to the bank and pay the things in if they're done on line unlike cheques (that bounce!) and cash.

Great! we'll go ahead then as it does not cost anything to join and it's a win, win situation for the pre-school and the parents!
