Nursery Grant for 3 yr olds. When would it count?

DS is 3 on the very first day of the nursery's school term for the new academic year in Sept.

What is the criteria for the nursery grants from the council as someone said I 'may' just be inside for Sept and therefore can get the grant. I have NO idea if this is right or wrong, but would have a very big grin if I did become eligible in Sept instead of Jan.

It's the term AFTER they turn 3, so January.
