Universal 15 hours and top up fees query

Hello
hoping someone can help. If I pay for 15 hours top up for my 3 year old so I total they get 30hour in preschool(including 15hour gov funding). If the preschool started on a Tuesday, so it’s a shorter week by 2 sessions, but I still have to pay full fees for the 15 hours because the first half of the week is funded by gov and later half by me always? Does this make sense?

The preschool can't claim funding for days they are closed. But there is always an unfunded week each year (where you would have to pay the full week fees) to account for training days that schools have, so they may be spreading this out.
