Will VAT apply to nurseries run by private schools

Saw the guidance has been released today & yes I'm too lazy to read the pages and pages of draft legislation and guidance...

Does anyone know whether latest guidance suggests that VAT will apply to nurseries/kindergarten (i.e. before mandatory school age) that happen to be run by private schools?
