Restructure of the committee and change constitution

Hi all,
Our committee is currently in need of some TLC! we are finding it difficult as is all committees these days to find members as they just don't have the time to spare.
We are unincorporated charity and changing over to a CIO is not a option as we have only just re-registered with Ofsted due to a change of name and address.

I am currently the chair but since our move i have also taken on the role as business manager within the pre-school (Unpaid) and deal with all admin and financial affair's (apart form wages which an accountant does). I give the committee a run down of all out goings and all income plus i seek permission for any additional expenditure, finding people to fill the roles of treasurer and secretary was impossible and the only way around it was to give people the roles but for "name sake" only as no one was willing to do the work. a result of this we now no longer need a treasurer or secretary and these roles are obsolete. i have looked at the PLA constitution and it states that we need the roles and also has a lot of restrictions.
another reason for restructure is that the committee has no idea on how to run a pre-school as i am now in the pre-school every day and deal with parents, Ofsted etc i have made it my job to understand ratios and employment law etc as they have no understanding of this and some times the "wants" of the committee members is hard to put into practice on the shop floor as it where as they have no idea on how the place is run.
I have to say i work closely along side to Manger and in doing some of these jobs has allowed her to go back into the room and do the job she loves.
Has anyone ever written there own constitution before? or have a committee that doesnt have a secretary or treasurer? i feel that the whole committee thing is now out dated for our pre-school not that we can get anyone to join anyway, if it was just to raise money we would have no problems but as soon as we say we look at the business they are off! basically what i'm asking for is some major HELP!

So, have a standard committee, employee staff to do the vast majority of the admin eg book keeping, and put fees up to reflect this. Otherwise, even if you are happy to do everything for the preschool, what happens when you leave? I was on a preschool committee in that situation and it was hell for everyone, its not sustainable to have one person in charge of everything.
