can someone tell me how the free nursery place thing works in cardiff?

everyone else seems to get a choice, but round here, its allocated school nursery, I think, and I don't like my allocated school nursery.

is that right?

oh yes and I know I can choose the welsh system but I'm not doing that, I don't think. bascially cos I don't want the kids in full time school at 4/5.
