quick questions re free nursery / pre-school places

Do all nurseries and pre-schools that are ofsted inpected have to offer free places via the early years education grant?

No, they can choose not to offer any.

Early Years told me that all settings had to offer the 15 hours free places however Early Years frequently tell me that we HAVE to do things when in fact it is really only guidance. Most places do, even nurseries in private schools etc.

I am having a panic attack about this - I was sure I had checked with the nursery DD is starting with after easter. But there is no mention of it in the paperwork they sent out :( I have given notice at her current nursery too:(
