Are English schools better or worse than they were 15 years ago?

I realise it is a generalised question;but are we on the up or going down? I had a basic education years ago, it was not brilliant, but I get by. (sometimes with a struggle)
You hear people say discipline in hopeless in schools. Then you hear a Head come
on the radio and say we,ve cracked. Uniforms ,boundaries, sanctions , and consequences, The hHeads mention all these words. Another head Said " I believe in rigor
for 3 year olds. (Its a bit young. Or is it?)

My typing isn,t too good. Are you going to give me detention? Please Miss, Do. cheers, as we say in England.
