What’s a toilet bag?!

I suggest looking at “grey water management”. This is where, rather than pour away water you used for washing or brush your teeth, pour it in a bucket or a big saucepan. If you have a mini balcony, stick a bucket out there to collect rainwater. Use this to flush the loo.
First sign of any water issues there will still be water in your system, even a bit. If you are lucky enough to have a bath, make filling that as best you can a priority. Bath water can be used to flush the loo rather than drinking. If you don’t have a bath, fill pots, bowls, anything.
I’ve been a patchy prepper for years.
if toilet bags are genuinely a route you go for - and things would have to be pretty crappy pretty quickly for that, a black bag in a bucket is as good as anything.

Does the sewage system in your area still operate without electricity? If you’re in a very low lying area it may not. We’re on a septic tank that I know will stop working quickly if the the pump stops (don’t ask how I discovered that one).
Ive an old porta potty caravan toilet so I’m going to get that working and we’ve enough land to find somewhere to dig a pit to empty it.
Alternatively a bucket, lined with a plastic bag and opened out nappy works really well. And then burn the nappy.
For wees everyone will have to go outside during the day.

I live in a flat. Waste water is not on the local system, we have a pump to take off the liquid and a lorry takes off the solids every few months. No garden to dig into😮.
