I think all our Councils have Emergency Management programmes. There is some sort of cult fear in the US about FEMA camps. We are just set up differently as a country - smaller and more densely populated.
People get evacuated to church halls/schools for a localised incident. But, aside from flirtation with political internment of specific groups, we don't really have the history or tactic of FEMA camp type things. Refugee from what? You leave one town/city and bump into another one pretty quickly here.
