It would almost certainly have a warning on the packet. So no. Not sure why it would be.

If you're worried about the amount of sugar in Horlicks, try this:
1 mug milk or plant milk warmed in microwave
1/2 teaspoon vanilla essence
1 teaspoon malted barley
If you fancy making it really sumptuous, add a bit of single cream.
