Can I still go onto labour

I'm 40 weeks at at the hospital was due to get balloon in but im currently 2/3 cm wo didnt need it in
They said my cervix is still long and I'm waiting see if my waters are going to be broke
Can this all still happen and labour start with a long cervix

All help advice be great sitting panicking here thought was coming get balloon go home lol tia
