Cow and gate powder to water ratio?

Right in I’m due a baby in August and I’m trying to get my head around the powder to formula ratio so I’m gonna start by using Cow and gate but I can’t understand how many scoops I’m meant to use per water as it just says 1 scoops for all of the ages and it just has more water the older they get but I’m sure it’s meant to be 1 scoops per a certain amount of ml water isn’t it .
This is what it says on the Cow and gate milk How to use
0-12 months Approx. age: Up to 2 weeks, Approx. weight: 3.5kg, 7 3/4lb, Preparation for single feeds: No. of level scoops per feed (1 scoop = 4.6g): 3, Quantity of water per feed: 90ml, 3fl.oz, Number of feeds per 24 hours: 6 Approx.

It's 1 level scoop per ounce. So if you're giving 4oz, it's 4oz water and 4 level scoops.

1 scoop per 1 oz/30mls of water
So 3 scoops to 3oz/90mls
5 scoops to 5oz/150mls

Your instructions do give a number of scoops ;
No. of level scoops per feed (1 scoop = 4.6g): 4, Quantity of water per feed: 120ml, 4fl.oz,

1 scoop:1 Oz.

Measure your water first to make sure you're getting the ratio right.

It does tell you how many scoops - ive bolded it (its one scoop per 30ml):
