Low rising HCG. Terrified.

I think I should be just about 3 weeks pregnant. I've had some brown spotting and had my HCG levels tested.
They have not doubled. On Monday they were 1000 and on Wednesday they were just 1200. I have to go for more tests next week, but what could be happening?
I am absolutely terrified and devastated
