know she's goint to pee but won't go on potty

My daughter who will be 2 in a fortnight knows when she needs to potty, runs around holding herself shouting pee, but won't go on her potty or toilet and does it all over the floor, if I say to her are you going to go on the potty she replies no way

any advice,

knickers with her favourite character on them and say that 'fifi' or whoever would be very upset if they got wet with her pee, so sit on potty and pee and keep 'fifi' dry ??

Use the toilet like mummy.
