using "poo poo" "wee wee" as a delaying tactic

Everytime I try to get my little 2 year old to do anything such as get in the bath, get ready to go out, have dinner etc. she says "poo poo wee wee" and immediately starts taking her trousers down. I'm sure it's just a tactic to delay doing stuff she doesn't want to do, as we go through the palava of getting undressed, sitting her on the potty but she very rarely does anything.
It is driving me nuts, in the end I just ignore her, but don't want to discourage if the time is really right for potty training...

DD2 has just come through a 2 week stage of this. I just let her do it, sat quietly waiting for her and when she realised it was not irritating me (although it was inside!) it has just kind of passed her by...
