im having trouble starting s toilet routine with my 2yrs 9mo son.

He does poos on toilet but wont wee even his daycare has tried without success. He is happy to sit on the toilet put wont wee the minute he gets off he will wee on the floor.

How do i get him to tell me he needs to go and get him to actually do it?

Have him stand up to wee and aim for something. Toilet paper thrown into the bowl, a handful of cereal, etc. Make a game of it.

I think sometimes this is because the child is not quite relaxed enough. Only once they get up and start thinking about something else, does the wee come.

Sometimes a distraction tactic such as reading a book or talking about something else while on the toilet/potty can help. A friend of mine had great success with offering a cup of water, although her daughter was much younger (and ECing).

I agree with Ches. Anything that adds a sense of play is great.
