Unconventional toddler boy toilet

When is it a good idea (if ever) to encourage a toddler boy to poo on the grass in the garden?

When there are no toilets around? My sister used to get my nephew to do a wild wee or poo occasionally whilst out and there were no toilets. E.g. when at a park or somewhere rural.
