Trained for poos but not wees!

Hoping someone can offer some advice. My jusy turned 3 year old has been trained for poos on the toilet for a long time now. We started properly just after 2 as he wanted to sit on it for poos, it used to be just us timing it right but now he asks when he needs a poo and takes himself in the bathroom and does it which is brilliant.
But ... wees are another story. He just does not seem to get it. He seems to think that the toilet is just for poos. I have tried putting him in pants, no pants etc but he just wees himself. If i suggest using the toilet for a wee he screams no and wont do it (have tried bribery, worked for poos when we first started but not for wees). I have tried him again with pants today and because he has already had a poo on the toilet this morning he refused the toilet and then wet the pants which stressed him out really badly and he was hysterical. Obviously i dont want him to become scared of the toilet and go backwards with the poo training
Im at a bit of a loss really. Should i just leave him in pull ups for longer for the wees or has anyone have any other suggestions?
