Potty training advice!

Hi all
My daughter is 2.5 and we have been potty training on and off since before she turned 2. She was dry by her 2nd birthday. Sometime after she regressed and began pooing in her clothes and after weeks of this I reverted to using pull ups. If she is bear bottomed at home she is 100% reliable for both wee and poo. Since restarting training, the minute I try her in either loose shorts or knickers or any kind of clothing she tends to get slightly damp (although still wees on the potty so that’s manageable) but will poo inside her clothes. My HV says she must be ready if she has a 100% success rate with nothing on her lower half.
Has anyone experienced this and can help? I’ve tried reward systems, various clothing options, etc. she knows what she needs to do but the clothes are confusing her and I suppose the fact I keep putting her back into pull ups isn’t helping either but I’m not really sure what else I can do apart from keep giving her a break and restarting (even though everyone says you shouldn’t?!)

I have not had this experience myself but a friend did. She stopped using pull ups and just used pants. She said it took about two months of her DC pooing in her pants every day before she stopped.
