DS isn't bothered about toilet training

My DS is part toilet trained. He understands. Sometimes he's takes himself off, sometimes we put him on the toilet. Other times he just wets himself and doesn't seem to care. We're about 3 months into training and until recently he wouldn't wet himself when out, just at home and nursery. Suddenly it's also when we're out, say for a walk or in a cafe.
There's nothing that motivates him really, we've tried rewards. Tried not pressuring him, tired reminding him, tried insisting. Feels like we have tried everything.
I don't want to put him back in nappies as we started because he was resisting nappies/ screaming/ taking them off. He screams about having a nappy put on him at night, he hates them.
I've got some cloth pull ups to try, but they only catch a dribble and I suspect he'll refuse to wear them anyway.
Any other suggestions as it's becoming really traumatic for everyone. We now can't go out without risking him weeing everywhere.

You could go out to places he enjoys but take him home every single time he has an accident?

Also reward him for using the toilet.

How old is DS, OP? That makes a big difference with advice here!

He's 2, nearly 2.5.
It's frustrating because he understands but just don't seem bothered. Because he hates nappies it feels like going back to nappies would be a punishment.
I might have to try an explain that without it's be a threat or punishment.
