Get him outside as much as you can with a potty and some wipes nearby and let him play in the garden.

A book to have a look at whilst he's on the potty and stickers usually help too.

DS also had a huge amount of praise if he ever actually did anything on the potty.

And you might want to take him shopping so he can choose "big boy pants".

Sit him on the potty backwards. The back is higher than the front and less likely he'll pee over the floor.

Other than that wait until he's ready. Mine were both dry within a few days, unlike my niblings who were training for months because they just weren't ready.

Honestly. Be sure he is ready. Some are ready at 2 some are nearly 4. If he's not ready you are fighting a loosing battle

Don't do it halfheartedly. Never bother with pull-ups and go straight to pants. They need to associate that wetness etc feels horrid: it will mean a few days of carrying around a million changes of clothes but it's worth it.
