Only goes to potty when bottomless

I started potty training my 3 year old son about 3 weeks ago. He has been doing great but will only go to the potty when bottomless. Whenever I’ve tried putting shorts on him (with no underwear) he has an accident. When he is wearing shorts I will repeatedly ask him through out the day if he has to go to the potty. He will tell me no and then has an accident a few minutes later. Any tips on how to get past this?

Don’t ask him! Just tell him and put him on the potty. Wake up- on the potty “once you’ve been to the toilet we’ll have breakfast”. Before you go out put him on the potty “once you’ve been to the toilet we’ll go to the park”....then remind when out “tell me when you need to go”- but you’ll need to be mindful of how long you’re out for, how long since he drunk anything etc.
My LO sometimes says she doesn’t need to go and I just say “no harm in trying”.
