With or with knickers?

Trying to potty train my DD she will be 3 next month. Getting conflicting advice some have said she needs to wear knickers to get use to them. But when I do she just wees/poos in them like they are a nappy. Having more success if she doesn't have them on. However I'm concerned this will mean when we go out she will just go back to soiling herself. Would appreciate any advice at all really finding it quite difficult. TIA

How long have you been trying? I will try with no knickers until she is going good then add knickers. Maybe get her to try pull them up and down to get used to it. My sister found that keeping her in just knickers with no leggings etc over the top helped.
