3 yr old hates the toilet

My DD is still not potty trained and I am not sure how we have been getting it so wrong.

The current issue is when we take her to the toilet she "fights" us (really cuddly, pulling on us). Basically not wanted to sit on the toilet.
We have talked to her. She doesn't like the potty, didn't like the toilet seat (We replaced), was scared of the hole (so we explained plumbing to her, which made her laugh).

She was consistently doing her poos on the toilet but in the last 2 weeks even that has stopped.

Tried toy and sweet incentives, stickers, marbles. She doesn't care if she wets herself. She won't react at all whether naked, in knickers or in pull ups.

How do you successfully potty train a seemingly intelligent child who doesn't care?

What about one of those kiddies toilet seats with steps.

We used to use a toilet seat like that Peppa pig one but she didn't like it as it moved. So we replaced it with one of those family seats which has a built in smaller seat. She claims she is happy with the change.

Today I decided to give training a break and just used pull ups and she still kicked off for every nappy change. Today she told me she didn't like the toilet because of the pipe. Ahhh!
