DS2 is 2 years and 1 month, and is showing a lot of the signs that DS1 did when we potty trained him at 2 years 8 months. Asking to use the potty, doing a pee on command if you sit him on it, generally being quite enthusiastic about it. So 3 days ago we took him out of nappies and went for it - this is the approach we took with DS1 and he was dry in 3 days. So far, we've had mixed results - he will go on the potty and pee if you ask him, but he doesn't ask for it himself, and is having frequent accidents despite me putting him on the potty every 15-30 mins. I'm finding it a lot harder due to the time of year, and now wishing we had waited to start, but various people (Mum, MIL, friends) say that he's doing well and not to go back to nappies / pull-ups now we've started, especially as he's so keen. Any thoughts?

Some kids just take longer. I would persist.

Give it a bit of time. It was too young for my three kids, however I’ve seen two children trained at around 2 years this last year, with a great deal of success. I was late with the third (by my own standards) and she was 3. She was having all the issues you are describing. Give it some more time (2 weeks),if it’s still problematic back into nappies and try again when it’s warmer. I had to do this with my first and second time around she had it in a week.
