Short child and wiping bottoms

My DD was potty trained fairly easily but I'm struggling with my son.

He trained to wee standing up on a step and whilst he is totally dry and can use toilet for wee and poo without accident we are having an issue with getting him to learn to wipe his own bottom. The main part of the issue is his legs aren't that long and he seems unable to balance on the toilet without holding on. If I get him to stand up first it just causes a major mess and I'm struggling to find an alternative.

Any tips?

Step to rest feet on. Lean forward to wipe.
