Can't do pants

DS has finally got the hang of toileting...unless he's wearing underpants. If he has pants on he just wees and poos in them as if he's back in a nappy. He does recognise when he's done it, and can tell you he's got it wrong, but after 3 weeks there has been absolutely no improvement. I shall have to resort to taking him out in a kilt at this rate. Help anyone please?

Can he go commando in soft joggers for example?

For a while at home my Ds rarely wore anything on his lower half, and a pair of pull ups under clothes if we were going to be out for a long time. Eventually he got used to pants and trousers and very rarely has accidents when out, and not at home at all for ages. He doesn't always come back from the toilet with bottoms on at home but he's getting there.
