Toilet stress, making her cry - do we just leave it?

DD is 3 and we have been talking about weeing on loo/sitting on loo/sitting on potty for ages. she can tell me when she has done anything and asks me to change her. She can, in fact, change her whole pull-up from start to finish! (trousers off/ pull-up off/wipe/new one on/trousers on.)

So I tried today with pants (she has had a few days wearing them for an hour) and told her no pull ups. She clearly wanted to wee and sked for pull ups. I said no and told her to keep sitting on potty - she did a big wee and I praised her lots but she cried the whole time - I now feel mean.

Do I leave it? Not sure whether it would be a big backwards step? It's the fact that she seems so distressed?

Too much pressure! I would leave it a while, like a month - then get her to chuck out all her pull ups, so she knows you don't have any, and try the whole thing again with rewards for correct behaviour.
