Won't wear knickers

Started potty training yesterday and it's going well - lots of wee's and a poo in the potty without much prompting but.. she refuses to wear knickers and wants just her top on. Any suggestions please?

put her in a dress

She won't wear a dress! Hasn't for ages.

Nope - we're going through that phase at the moment where it's pants only!
I'll give it a few more days until we have to go out.
