3 week old looks irritated

Can anyone tell me if this is normal

My 3 week old never seems settled - always moving, waving arms, pulling irritated faces and often very red.

While sleeping he wriggles a lot and breathes really fast - quite noisily.

I don't know if this is just regular - mw said all was fine but she didn't even touch the baby and that was about 2 weeks ago.

I would always say if your worried ask a GP or HV to take a look ....
But my son used to do this when he was first born. It really freaked us out. My hubby used to totally panic. I was also told this was normal. My son is now 4 months & hasn't done it for months. Wonder if it’s a newborn thing?
